Congressional Democrats have a real opportunity to stop ICE’s worst abuses, and we need to pressure them to use it.
On January 30, the current continuing resolution to fund the federal government will expire. That deadline gives Democrats leverage to demand changes at the Department of Homeland Security (DHS)—but only if they stay united.
The ranking members of the Senate and House appropriations committees, Senator Chris Murphy and Representative Rosa DeLauro, have proposed a set of guardrails on ICE conduct as a condition for supporting DHS appropriations. These measures include the following:
Unfortunately, neither House Minority Leader Hakeem Jeffries nor Senate Minority Leader Chuck Schumer seem willing to use the threat of a government shutdown as leverage to reform ICE. But pressure from rank-and-file members can influence party leaders, and we must urge our members of Congress to apply that pressure.

Hi, I'm a constituent from [your zip code]. My name is [your full name].
I’m calling because the January 30 budget deadline gives Democrats in Congress a real opportunity to rein in ICE’s worst abuses.
I urge Senator [Padilla or Schiff] to push for changes to the Department of Homeland Security funding package that would ban the wearing of masks by ICE agents and include other critical reforms. Just as important, I want the senator to press Minority Leader Schumer and other party leaders to stand firm on this point. The entire Democratic caucus must ensure that no budget passes without badly needed changes to ICE conduct.
Thank you for your time and attention.
For most of us, that’s Sam Liccardo. If you are not sure who your U.S. representative is, go here.
Sam Liccardo | 202-225-8104 (DC) or 408-245-2339 (local)
