Make Your Calls

call to action for december 17, 2025

Background

Since April, largely out of public view, the Trump regime has been militarizing long stretches of the U.S.-Mexico border—from Texas to Arizona. Now it’s reached California.

The Interior Department is handing jurisdiction over most of California's border lands to the Department of Defense, claiming that it’s doing so to ”safeguard national sovereignty.” But in fact, large stretches of U.S. public land have become a de facto military zone. U.S. troops can detain migrants, and prosecutors can then charge those migrants with trespassing on military bases—an offense that can lead to prison time.

What’s more, because of this radical move to militarize the southern border, hunting, hiking, and other recreational uses of this area are now against the law. The move also comes at a time when Southwest border arrests have reached new lows. In September, apprehensions in that region totaled 11,647, compared with 101,790 during the same month in 2024.

It’s a blatant end-run around the Posse Comitatus Act, a longstanding and vitally important law that bars U.S. military forces from engaging in civilian law enforcement.

IPA+ has signed a letter of protest against this misuse of public lands. In addition, we as individual members can tell our elected officials that we want them to take a stand on this issue.

Call Your U.S. Senators

Alex Padilla | 202-224-3553 (D.C.) or 415-981-9369 (local)

Adam Schiff | 202-224-3841 (D.C.) or 415-393-0707 (local)

Sample Script

Hi, I'm a constituent from [your zip code]. My name is [your full name].

I’m calling to urge Senator [Padilla or Schiff] to speak out against the recent, unwarranted militarization of public lands on the California border with Mexico.

The move by the Trump Department of Defense to militarize our southern border will make migrants—as well as hikers, hunters, and other recreational users of public land—subject to prosecution for trespass on so-called military installations. It’s a blatant end-run around the Posse Comitatus Act, which bars the military from engaging in civilian law enforcement.

I ask Senator [Padilla or Schiff] to call out this stealth militarization of our border.

Thank you for your time and attention.

Call Your U.S. Representative

For most of us, that’s Sam Liccardo. If you are not sure who your U.S. representative is, go here.

Sam Liccardo | 202-225-8104 (DC) or 408-245-2339 (local)
