Background

Congress handed ICE $45 billion to build out immigration detention centers. Now the Trump administration has its eye on a shuttered women's prison in Dublin---a facility notorious for unsafe conditions and sexual abuse by prison staff. (The facility closed in 2024.)


On May 1, the federal Bureau of Prisons (BOP) released an environmental assessment of FCI Dublin. Publication of this report moves the site one step closer to possibly being reopened as an ICE detention center. 


From now until June 1, BOP is accepting public comments on the environmental assessment, and the ICE Out of Dublin Coalition is mobilizing people to take part in the comment process. Tell BOP to keep the Dublin prison closed—and to keep ICE out of Dublin! Because it’s a federal matter, you don’t have to live in or near Dublin to comment.

Subject: Public Comment – FCI Dublin Environmental Assessment


Dear Facilities Management,


I am writing to comment on the Environmental Assessment (EA) for the proposed permanent deactivation of FCI Dublin, Camp Parks, California.

The EA confirms that FCI Dublin is unsafe and uninhabitable. It suffers from crumbling infrastructure, mold, asbestos, sewage leaks, and diesel contamination. Repairs would cost tens of millions of dollars. The facility should not merely be closed. It should be demolished. Leaving the buildings standing creates ongoing safety hazards, environmental risks, and community blight. 


Critically, the EA ignores the most likely outcome of closure: transfer to another agency. ICE has toured the facility and has refused to rule out converting it into a detention center. 


I urge BOP to analyze post-closure transfer and reuse scenarios, assess the impact of potential ICE detention use, and evaluate demolition as the preferred alternative.
